The e-customs® Webdecs® system provides modules which cover all aspects of importing and exporting whether you are a freight forwarder, customs broker, importer or exporter.

Because the system is web based there is no need for dedicated IT or communication hardware. We also provide unlimited telephone support during office hours all included in the price with out of hour cover available at extra cost.

In all cases the information can be downloaded from a commercial system or manually entered into our system.


Excise Movement & Control System (EMCS)

Phase 0 (FS0) went LIVE on 1st April 2010 and we have processed thousands of receipt messages. EMCS FS1 is now live in the UK and via e-customs. Our system has been succesfully tested and recognised by HMRC Click here for more information.


Import Control System (ICS)


The new Import Control System (ICS) regime is mandatory in all 27 member states from 1st January 2011 and is intended to help increase the security of the global supply chain.

A key element to the new rules is the responsibility of carriers to give information, supplied by the forwarder/shipper, to the respective national authorities. ICS requires that electronic entry summary declarations (ENS) are submitted to the first customs office of entry in the EU, prior to any cargo entering or transiting the EU. A security risk assessment must also be undertaken using agreed EC risk profiles.

The carriers can allow third parties to submit such ENS declarations, plus diversion and arrival notifications, with their knowledge and consent.

e-customs Limited have established an interface to the UK ICS system using both the HMRC Trader Front End (TFE) and CSP routes, to deliver the ICS - ENS messages. We have also reached technical agreements with European partners for delivery to other major EU countries.

In the UK the ICS system has been available since 1st December 2010 and clients are succesfuly sending ENS declarations to UK Customs.

Imports

The Webdecs® import module allows for full and simplified port clearances at all major UK ports.

We are able to offer connections to CCS-UK, MCP, CNS, Pentant and EDCS. Indeed we are the first software provider to achieve CCS-UK accreditation in many years giving the freight forwarding community a fresh and cost effective alternative.

Customs Freight Simplified Procedure (CFSP)

All CFSP message types are supported including the ability for importers to manage the simplified frontier declaration (SFD) at major UK ports as well as submitting the supplementary declarations to produce a full system audit trail. (Most solutions traditionally require the SFD to be outsourced to freight agents at the port of import).

National Export System (NES)

Our NES Module is highly popular and provides web based export clearances; our easy Export screens make it simple for those in a hurry.

New Computerised Transit System (NCTS)

Our NCTS module uses both the email and XML message routes and has been operating since the launch of NCTS in 2003. e-customs® have been a leading force in achieving improvements in the provision of NCTS resulting in the introduction of an XML message route. This was launched on 12th April 2006 and e-customs® were the first commercial organisation to use the new service.

e-customs offers a duty management system for customs warehouses, managing both bonded and free circulation stocks, various removal scenarios with SDW generation as appropriate, using either FIFO or specific stock allocation.

Excise Warehousing

e-customs offers a web based excise duty management system for traders, whether third party or own product goods.

We have worked closely with HMRC to ensure that the product provides all the tools necessary to help a trader be fully compliant including:

  • Full stock history and auditing abilities. 
  • Record of SEED verification checks. 
  • Automatic generation of rotation refs and removal refs (where required) 
  • Automatic stock allocation, on a FIFO basis (where required) 
  • Ability to move goods from CFSP or Customs Warehousing into the Excise Warehousing Module. 
  • Linked to EMCS for receipts and despatches 
  • Electronic Submission of W5/W5D, W6/W6D and W1 reports via HMRC's ATWD service.

Inward Processing Relief (IPR)

e-customs also offers an IPR management system which allows traders to effectively manage their IPR authorisation online.

  • Ability to create and dispose of stock using CFSP and NES messages.
  • Full Bill of Materials management.
  • Periodic reporting and generation of returns for submission to HMRC.
  • Validation against authorisation limits.
  • Full audit trail and management information reporting tools.
